Mr Debidin appears to have a long history of animal abuse and has made a number of appearances in court in relation to his animals. (Type his name into Google.) If this is happening here in the UK it must be stopped. Write and complain.

Where there are reasonable grounds for believing that a protected animal is suffering or likely to suffer if its circumstances do not change, a sheriff or justice of the peace may grant a warrant which will allow the inspector or constable to enter and search the premises where the animal is located. This warrant can authorise an inspector or constable to enter and search domestic premises.

We think skinning a GSD for its fur constitutes 'likely to suffer' - don't you?

HORRIFIED locals claim a cruel hermit is SKINNING his pet dogs, SELLING their fur and DUMPING their bodies.
Shocked neighbours hear blood-curdling howls and yelps echoing from weirdo Andrew Debidin’s stinking hideout.
The scruffy 53-year-old fled across the border to the ramshackle Highland compound after being BANNED from keeping dogs and JAILED by a High Court judge in England.
Anti-cruelty crusaders branded his home a “canine house of horrors” after finding dozens of skinned carcasses and barrels of entrails.
Now locals in Rothiemay, Morayshire, are convinced that shameless Debidin is continuing his evil trade with his pack of German Shepherds.
One said last night: “It seems he’s skinning the dogs to sell the pelts abroad. Apparently there is a huge market for it in Germany. We saw skins being dried and stretched over pallets in his field.
“The whole thing is awful. None of the dogs look well and they’re all crammed together in a big shed.
“We hear them yelping constantly and the smell from the place is putrid. Something has to be done.”
Amazingly, it seems the worst the authorities can do to tackle the horror is slap a pathetic ASBO on Debidin.
His life ban on keeping dogs doesn’t apply outside Berkshire, where it was issued in 1996. The judge also jailed him for 21 days for contempt of court because he’d ignored a noise abatement order over the pitiful barking and yelping.
Devious Debidin simply moved away from Wokingham — and that’s when builders bulldozing his old house made a grim discovery. A sickened worker found dog remains sloshing around in oil drums in the garden.
It’s thought no charges were brought because there was insufficient evidence of foul play.
And last night John Robbins of Scottish charity Animal Concern said: “Incredibly, there is no law against him killing dogs for their fur, as far as I am aware.

“We may be able to make an ASBO stick because the dogs are creating a problem with their barking.”
But disgusting Debidin is an expert at staying one step ahead of the law. He dodged a swoop on his evil practices after resurfacing in Ardersier, Inverness-shire, in 1998.
He was again flaunting noise orders and was told in November 2005 that his 27 German Shepherds would be taken away from him. But Debidin defied the Inverness Sheriff Court demand by moving to his current base in Moray 18 months ago, where it couldn’t be enforced.
He has set himself up in a shabby caravan and erected an 8ft fence to hide his pack of over 30 Alsatians.
Our exclusive pictures show warped Debidin shoving dozens of yelping dogs around his filthy compound with a pole. And although people living around his remote bolt hole have made countless complaints about the noise and stench, officials have been unable to pin any offence on the loner.
Our local — who didn’t want to be named for fear of repercussions — said: “He refuses to allow them on his property without advance notice. This gives him plenty of time to clean the place before any inspection.
“You can hear diggers during the night before Grampian Police or the SSPCA are due to visit.
“From the minute he turned up, there’s been nothing but trouble. The dogs start barking from 5 am and it doesn’t stop until the evening.
“You can’t watch the TV because the barking drowns it out. But the smell coming from the place is the worst thing — it’s horrific.
“On a lovely summer’s day, you can’t go out because the noise and smell are just too much. We are all worried what will happen if one of those dogs ever got out.
“They are treated so badly and they’re not used to people, they could easily attack someone. It is an absolute disgrace that nothing has been done. These dogs need to be taken to a place where they can be looked after properly.”
The close-knit community is now pinning its hopes on an ASBO. But Animal Concern’s John Robbins said: “We’re calling for a full, multi-agency inquiry. I applaud the actions of the community, but it defies belief that he’s been able to evade the authorities so long.”
A Moray Council spokesman added: “We are working with residents to relieve the distress we believe these dogs are suffering.
“Our preference is that all the dogs are taken off Mr. Debidin.”
Last night Debidin refused to comment.

Andrew Debidins previous brushes with the law

Case 1. - On 28/8/96 contractors were bulldozing the back garden of Andrew Debidin (42) of Grazeley Road, Three Mile Cross, Berkshire when they came across about a dozen oil drums crammed full with the remains of animals. Some of the drums are believed to have contained just the entrails of dogs. It also appeared many of the dogs had been skinned. A wagon driver who took the drums to a landfill site said "As they were being dumped, one burst open and splattered all over the place. There were some whole dogs and bits of others. It was absolutely disgusting. I never want to see anything like that again". The neighbours had complained for over five years about the din and smell caused by dozens of German Shepherds he kept. Eventually, after flouting several noise abatement orders from Wokingham District Council, he was banned from keeping dogs.

Case 2. - On 3/1/97 Debidin now of Chesterfield Road, Shuttlewood, Bolsover, Chesterfield, Derbyshire appeared before Reading Crown Court. At a previous hearing, he admitted misleading buyers of his puppies by claiming they were registered with the Kennel Club - even though they had already banned him. Berkshires Trading Standards department highlighted four cases where owners had paid several hundred pounds for a pup after being assured that they had the official documentation. However, they later discovered the pups were not registered because of his existing ban. Debidin admitted one charge of giving a false trade description and three charges of making a false statement. He also asked for two similar offences during a two-and-a-half month period last year to be taken into consideration. He was given a conditional discharge.

Case 3. - Yet again he appeared before Reading Crown Court. On 6/1/97 he was convicted of assault and received a 12 month suspended sentence. This was for an incident in which he attacked two people with a machete while walking his dogs on university land in 1995. Debidin now living in Inverness, Scotland had been ordered to do 100 hours community service but the sentence was revoked after he failed to do any of the work.
